NAHMA HUD Update: Processing Guide for Previous Participation Reviews

Today HUD issued the following notice which contains a Processing Guide for HUD's Previous Participation Review regulations. The Guide defines Controlling Participants for previous participation review, new flag approval, and rejection guidance and flag protocols in federal programs of certain participants seeking to take part in multifamily housing and healthcare programs administered by HUD's Office of Housing. It follows the release of a final rule which revised HUD's regulations for reviewing the previous participation in federal programs.

The Guide seeks to provide clarification and simplification of the process by which HUD reviews previous participation of participants that have decision making authority over their projects. This Guide also supersedes outstanding policy and guidance concerning previous participation review found in previous notices and materials such as the Multifamily Accelerated Processing (MAP) Guide and the Multifamily Asset Management and Project Servicing Handbook (4350.1).
