Preliminary Assessment Tool (PAT) Version 8.3.1 Release
On October 2, 2023, Rural Development (RD) released Version 8.3.1 of the Preliminary Assessment Tool (PAT). RD underwriters use the PAT to document Multifamily Housing (MFH) transfer and Multifamily Preservation and Revitalization (MPR) credit-extending or loan modification decisions for assets assisted with the 515 Direct Loan Program and the 514 Off-Farm Labor Housing Program. While this version retains the same enhancements and functionality of Version 8.3, it includes updates that align the PAT with the agency-approved 2024 Management Fees. A summary of updates may be found on the “About This Template” sheet within the template.
