Below, please find an update from HUD’s Rental Assistance Demonstration (RAD), via their RADBlast. This update includes information on the availability of a new webinar, hosted by the Multifamily Office of Recapitalization, that will provide an overview of the new Post-Conversion Approval Processing Guide. The processing guide provides information to owners and public housing agencies on how to process issues that may arise after RAD conversion, and where to direct requests and inquiries. This update also includes guidance from the Poverty & Race Research Action Council and includes recommended best-practices on the effective implementation of the Choice-Mobility option for public housing agencies and/or project owners of converted public housing properties.

Navigating Post-Conversion RAD Requirements & Processing

Guidance on Successful Implementation of the Choice-Mobility Option

The Poverty & Race Research Action Council has published a Guide for Successful Implementation of Rental Assistance Demonstration (RAD) Choice-Mobility. This new publication highlights recommended practices for public housing agencies (PHAs) and project owners of converted public housing properties on the effective implementation of the “Choice-Mobility” option. Choice mobility rights provide residents with the option to obtain a Housing Choice Voucher (HCV) from their PHA after a defined period of occupancy, empowering them to move to affordable rental properties of their own selection. The Choice-Mobility provision is a central feature of the RAD program, and one with significant potential to expand a family’s residential choices and life opportunities.
