For NAHMA Members -- OMB issues memo to pause federal fundingJanuary 28, 2025 To NAHMA Members On Jan. 27, the Acting Director for the Office of Management and Budget issued a two-page memo to the heads of federal executive departments and agencies to enact a “temporary pause of agency grant, loan, and other financial assistance programs.” The memo is attached for your review. The impact of the memo on federal housing assistance, grant and loan programs is not known at this time. As soon as NAHMA learns new details or clarification of the impact, we will let members know. Update: 1/28/2025 - 11:20 AM To NAHMA members Since my earlier email (below), there have been two developments. First, we saw a list of potentially impacted programs (first attachment), which essentially included all federal programs, including for example HUD housing assistance programs. Second, most recently, the Office of Management and Budget has issued a clarifying Q&A document that includes the following paragraph: “Funds for small businesses, farmers, Pell grants, Head Start, rental assistance, and other similar programs will not be paused. If agencies are concerned that these programs may implicate the President’s Executive Orders, they should consult OMB to begin to unwind these objectionable policies without a pause in the payments.” While the OMB memo gives hope that this situation will come to quick, positive resolution as it relates to federal housing assistance programs, NAHMA will stay vigilant and engaged with industry colleagues in addressing any potential negative ramifications that may remain.
