NAHMA HUD Update: HUD Provides COVID19 Updated Multifamily Q and A Guidance

Dear NAHMA Members,

Today, HUD’s Office of Multifamily Housing released an updated COVID-19 Questions and Answers Guidance (last updated on October 14, 2020).  This guidance addresses the  recent extension of the Centers for Disease Control and Prevention Eviction Moratorium Order and supplements the HHS & CDC Temporary Halt in Residential Eviction to Prevent the Further Spread of COVID-19 guidance (updated December 31, 2020). The guidance includes updated information on the applicability of the eviction moratorium, including additional information on the residential declaration form and how a tenant becomes a “covered person” under the current moratorium.

A portion of the questions on property reviews and inspections, MORs, TRACS, asset management, and policy and operations have been updated with new guidance as well. This includes updates to RAD closings, HAP offsets and contract dates, and multifamily site visit requirements for third-party CNA assessors and lenders.
