NAHMA Update: FHFA Releases 2019 Duty to Serve Reports for Fannie Mae and Freddie Mac

Below, please find an announcement from the Federal Housing Finance Agency regarding the publication of the 2019 Duty to Serve Report.  Each year, Fannie Mae and Freddie Mac submit quarterly and annual reports detailing the progress they have made towards achieving their Underserved Markets Plan (Affordable Housing Preservation, Manufactured Housing, and Rural Housing) objectives in compliance with the Duty to Serve requirements.

Duty to Serve 2019 Reports Now Available

Each year, the Enterprises submit quarterly and annual reports detailing the progress they have made toward achieving their Underserved Markets Plan objectives, in compliance with the Duty to Serve requirements. These reports contain the Enterprises’ views on their Duty to Serve activities in each of the three underserved markets—Affordable Housing Preservation, Manufactured Housing, and Rural Housing—and do not necessarily reflect FHFA’s evaluations. The quarterly and annual reports for 2019 are now available on the Duty to Serve website and can be found here.

Other new resources now available on the DTS website are:

  • Listening Session Transcripts: FHFA, Fannie Mae, and Freddie Mac hosted a series of four listening sessions for stakeholders last year, with in-person meetings in St. Louis, MO; Los Angeles, CA; and Washington, D.C.; and one virtual meeting. Participants shared their thoughts on what activities should be included in the Enterprises’ next Duty to Serve plans and how the Enterprises can make the most impact in each of the three underserved markets. Transcripts from these sessions are available hereThe DTS listening sessions occurred before the onset of the COVID-19 pandemic. FHFA is evaluating potential adjustments to the DTS program timeline, including the timing and format of future stakeholder input sessions, in light of the pandemic.
  • Duty to Serve Program Overview: A new, easy to read Duty to Serve Overview PowerPoint describes key aspects of the program, including the Plan structure, evaluation process, and other resources. The presentation is available on the Duty to Serve homepage, and can be found here.
