NAHMAnalyses - GAO Report on REAC and Fiscal Year 2020 Budget RequestJune 17, 2019 Dear NAHMA Members, NAHMA recently published two NAHMAnalyses relating to Fiscal Year 2020 funding levels and a report on recommended improvements to REAC. Recently, the Government Accountability Office (GAO) published a report to Congressional Committees on HUD’s Real Estate Assessment Center (REAC) titled, “HUD Should Improve Physical Inspection Process and Oversight of Inspectors.” The GAO report, for which NAHMA and some of our industry colleagues were interviewed, finds several weaknesses in the REAC process and makes recommendations for correction. The GAO report is especially timely given recent HUD efforts to adjust physical inspection notification timeframes and protocol; this NAHMAnalysis outlines the report’s conclusions and HUD’s responses to the GAO’s recommendations as they relate to impending changes to HUD’s REAC processes and protocol. President Trump’s FY20 budget: “A Budget for a Better America” This Spring, President Trump sent Congress his Fiscal Year (FY) 2020 budget request, titled “A Budget for a Better America.” Similar to previous budget requests, the administration’s FY20 budget proposes steep cuts to affordable housing and community development programs, beginning October 1, 2019. This NAHMAnalysis highlights the proposed budget, including funding levels and policy proposals for affordable housing programs. As Congress moves forward on budget negotiations, NAHMA will continue to work with appropriators to increase investments in affordable housing and community development programs, and we encourage our members to join our advocacy efforts through meetings with legislators, property visits with elected officials, and other advocacy opportunities. |
